5 Stop, wait 28 seconds

Some road signs seem simply baffling. What are the consequences of being one or two seconds out either way, when a sign in Anchorage, Alaska commands you to:

STOP Wait 28 seconds                 

OK – we know it’s probably a timed traffic signal with a 28 second wait, but you can bet one or two motorists reach for their stopwatch…
